A nodal organization for facilitation transfer of Biotechnology since three decades
A. About BCIL and its composition: BCIL is a company promoted by the Department of Biotechnology (DBT), Ministry of Science and Technology, Government of India and is set up by All India Financial Institutions including IDBI, ICICI, IFCI, UTI and IFCI Venture Capital Funds Limited. It was incorporated as a public limited company in 1990 with government in advisory role and development banks as major funding agencies, with the mandate of facilitating commercialization of biotechnologies. BCIL has extensive experience in managing projects of various Government Departments and State Governments. Over the last 29 years, BCIL has assisted hundreds of clients including ministries/departments of central government, various state governments, national and international organizations, research institutions, universities, corporate sector, banks, financial institutions, first generation entrepreneurs, scientists and technologists in managing various projects/activities.
B. Services rendered in Healthcare domain: In the healthcare domain, BCIL renders services in Technology transfer, Intellectual Property (IP) management, Project management and Clinical Development Support Services. By virtue of its structure and experience in implementing various projects, BCIL has strong linkages with stakeholders in life-sciences sector including central and state government, industry, academia, entrepreneurs, international organizations etc.
i. Project Management:
BCIL has extensive and rich experience in Project Management wherein it has assisted DBT, Ministry of Environment and Forest, Ministry of External affairs, Government of India, Ministry of Agriculture and International organisations in managing their projects. There are various projects successfully managed by BCIL amongst them School of International Biodesign (SIB) programme which is being managed since 2008 by support of BCIL as Techno-legal Management Agency.
The achievements under DBT-School for International Biodesign (SiB) includes development of 41 technologies, transfer of 21 technologies, creation of 12 Start-ups and commercialization of 6 products during developed under the program. The technology for Flexicast- a flexible limb immobilization device was recently launched by secretary, DBT, Dr. Renu Swarup during the 13th Med Tech Summit held on December 7, 2019.
ii. Technology transfer:
The BCIL technology-transfer team is highly competent in carrying out technology evaluation and valuation by virtue of its technical strengths, regulatory insights and market insights. BCIL also has the requisite expertise and experience in vetting of existing agreements and drafting of new agreements to ensure that the interests of the technology developers are adequately protected. BCIL has evaluated more than 250 technologies in various technology sectors including vaccines, therapeutics, medical devices etc. for their commercial potential which includes detailed analysis including market, technical, IP and financial feasibility.
BCIL has assisted more than 25 institutes through support from DBT, ICMR and CSIR in transfer of their technologies to industry. Currently, BCIL is assisting government organizations such as ICMR and DBT also reputed institutes such as Indian Institute of Technology (IIT), Kanpur, IIT Madras, IIT Hyderabad, IIT Roorkee, Translational Health Science and Technology Institute (THSTI), Regional Centre for Biotechnology, etc in transfer of their technologies. BCIL has experience of transferring technologies in various technology domains eg. Medical Devices, drugs, vaccines, diagnostic kits, biopesticides, plant tissue culture-based technologies etc and has transferred approximately 60 technologies.
About ten technologies transferred by BCIL have been successfully commercialized, while some others are at advanced stages of development and are expected to be commercialized shortly.
iii. Intellectual Property (IP) Management:
The Intellectual Property Facilitation Cell of BCIL is recognized by the Ministry of Micro, Small and Medium Enterprises (MSME). BCIL has extensive experience and expertise in conducting Intellectual Property analytics, IP due diligence, drafting and filing IP applications in India and abroad. Over 500 clients including research institutions/ universities, first generation entrepreneurs and the corporate sectors are being benefited by our services.
iv. Clinical Development Support Services:
BCIL has also integrated facilitation of Preclinical and Clinical development (Phase I to IV) of healthcare innovation covering identification of jurisdictions with market potential and ensuring generation of regulatory data is conformity with the specific regulations for time and cost-effective clinical development of the product.

vi. IP Management and Technology Transfer organization for inventions developed under the ‘School of International Biodesign’ (SIB), a flagship program of DBT, Ministry of Science and Technology, Government of India.
D. Technology Transfer opportunities:
BCIL has several biotechnologies available for licensing. Key healthcare solutions are listed below.
i. In-vitro Diagnostic Kit: Novel Recombinant Protein based Diagnostic Kit for Hep E Swine Hepatitis E virus diagnostic kit USP- Detects both genotype 1& 4, Cost effective, it is safe for experimental and clinical handling. Stage of Development- The kit has been compared with 6 diagnostic kits ii. Medical Device: a. A Novel, Zero Shrinkage Dental Composite A polymeric biomaterial for restorative dentistry used in cementation of dental implants, endodontic sealers, root repair mate-rials, root end filling materials, and luting cements. USP- Zero shrinkage, 50% reduced Enthalpy, Self-adhesive ability, Low cytotoxicity b. Device to enable access of Computers to Physically Disabled An assistive device for those unable to use their hands to access computers USP- Operated by head movement and eye blink, cost effective, Wireless, Ease of use, Efficient in typing on computer by the command of eyeblink and head movement iii. Vaccines: a. Human Vaccine: Vaccine candidate effective against both Typhoid and Paratyphoid fever. Combination vaccine Typhi and Paratyphi for typhoid fever. USP- Easy purification, Effective against both S. typhi & S. paratyphi A b. Animal Vaccine: Brucella Vaccine Single shot, calf-hood vaccination for imparting life-long protection from Brucellosis USP- Higher levels of IFN-γ, IgG2a, DIVA vaccine, 10-fold reduced dose, Negligible level of anti- LPS antibody
iv. Therapeutics: Novel Anti-inflammatory Biological Recombinant protein-based Mast cells inhibitor. USP: Non-steroidal, Mast cell inhibitor, Single injectable, Scare less recovery.
